The only thing required on the wheel pant is to cut a 3/4″ hole.

It features a captive nut that is kept from turning by a stainless roll pin. Loosen the MS24693C28 stainless screw in the center and the entire assembly comes out leaving the 3/4″ hole unobstructed.
